List TON-PERP, ARKM-PERP, GALA-PERP and TAO-PERP markets on Perps v3 on the Base network, expanding the range of v3 markets that hasn't been listed on v2x markets.
Motivation
Those assets has high trading volume on Coingecko and has not been list on v2x markets yet.

Rationale
Introducing a broad mix of high-demand markets to Perps v3 will help us appeal to our existing traders and encourage migration as we scale our new system.
